The Interstellar Empire of Weylara is a massive, socially progressive nation, ruled by Emperor Ptaros Kel'lara with an iron fist, and renowned for its complete lack of prisons. Its hard-nosed, hard-working population of 1.847 billion are either ruled by a sleek, efficient government or a conglomerate of multinational corporations; it's difficult to tell which.

There is no government in the normal sense of the word; however, a small group of community-minded individuals juggles the competing demands of Education, Law & Order, and Defence. It meets every day to discuss matters of state in the capital city of Nlaril. Income tax is unheard of. A powerhouse of a private sector is led by the Information Technology industry, followed by Tourism and Uranium Mining.

Voting is voluntary, military funding has been stripped back, Pinkerton agents are called in to forcibly break up white collar strikes, and graffiti graces every city's streets. Crime -- especially youth-related -- is crippling, probably because of the country's utter lack of prisons. Weylara's national animal is the swan, which teeters on the brink of extinction due to widespread deforestation, its national religion is the Church of the Fourteen, and its currency is the jiire.
