The Ancient Empire of Neo-Ixania is a colossal, safe nation, ruled by Empress Anastasia II with an iron fist, and notable for its barren, inhospitable landscape. Its hard-nosed, cynical population of 9.816 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Education, Defence, and Law & Order. It meets every day to discuss matters of state in the capital city of Tzargrad. The average income tax rate is 87%, and even higher for the wealthy. A powerhouse of a private sector is dominated by the Book Publishing industry.

Abortion is only legal in unusual circumstances, the latest Harry Potter book is a bestseller, the government has cut taxes in the face of widespread tax evasion, and the government pours millions of Ixanian Florins into rehabilitation programs annually. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Neo-Ixania's national animal is the Ixanian Lion, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Ixanian Florin.
