The British Colony of -Liberty City is a massive, economically powerful nation, ruled by Governor - Edward Garner Maclehose with an even hand, and renowned for its devotion to social welfare. Its hard-nosed, hard-working population of 1.31 billion are either ruled by a sleek, efficient government or a conglomerate of multinational corporations; it's difficult to tell which.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Education, Law & Order, and Commerce. It meets every day to discuss matters of state in the capital city of Liberty City. Citizens pay a flat income tax of 58%. A powerhouse of a private sector is led by the Book Publishing industry, followed by Information Technology and Tourism.

The government has the power to seize property at will, artists are pillars of society, teams of painters are converting road signs from horse lengths to kilometers, and inheritance tax has recently been abolished. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. -Liberty City's national animal is the Lion, which frolics freely in the nation's many lush forests, and its currency is the Liberty City Dollar.
