The Federal Republic of Muskeegan is a huge, safe nation, renowned for its keen interest in outer space. Its hard-nosed, intelligent population of 937 million are highly moralistic and fiercely conservative, in the sense that they tend to believe most things should be outlawed. People who have good jobs and work quietly at them are lauded; others are viewed with suspicion.

Every product goes through extensive safety-testing by the government, army rations are served on silver platters, the judicial branch is strongly influenced by major corporations, and the government funds private schools for intellectually gifted children. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Muskeegan's national animal is the cow, which is also the nation's favorite main course, and its currency is the quart.
