It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Defence, Social Welfare, and Education. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Arms Manufacturing.

Traveller camps regularly block five-lane superhighways, scenic mountain valleys are flooded with water as damming projects get underway, suit-clad businessmen have been taking advantage of the relaxed welfare qualifications by shopping with food stamps, and every product goes through extensive safety-testing by the government. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Goldsaver's national animal is the Golden Dragon, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Golden.
