The Empire of Constans is a massive, economically powerful nation, ruled by Charlot Savard with an iron fist, and renowned for its sprawling nuclear power plants. Its hard-nosed, hard-working, cynical population of 1.686 billion are rabid consumers, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

It is difficult to tell where the omnipresent, corrupt, pro-business government stops and the rest of society begins, but it is effectively ruled by the Department of Defence, with areas such as the Environment and Commerce receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Constantia. Citizens pay a flat income tax of 83%. A powerhouse of a private sector is led by the Arms Manufacturing industry, followed by Information Technology and Uranium Mining.

Only vaccinated citizens may have free healthcare, almost half of the child population live rough on the streets, much of Constans's computer network is controlled by a rampant artificial intelligence, and the government extracts trade concessions from poor nations in exchange for humanitarian aid. Crime -- especially youth-related -- is well under control, thanks to the all-pervasive police force. Constans's national animal is the Golden Eagle, and its currency is the Viaticus.
