The Empire of Constans is a massive, economically powerful nation, ruled by Charlot Savard with an iron fist, and renowned for its sprawling nuclear power plants. Its hard-nosed, hard-working, cynical population of 1.686 billion are rabid consumers, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

Crime -- especially youth-related -- is well under control, thanks to the all-pervasive police force. Constans's national animal is the Golden Eagle, and its currency is the Viaticus.
