The Commonwealth of Progressive Union is a massive, safe nation, ruled by Jude Connors with an even hand, and notable for its complete lack of prisons. Its compassionate population of 3.449 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Education, the Environment, and Social Welfare. It meets every day to discuss matters of state in the capital city of Connorston. The average income tax rate is 97%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Prime real estate is devoted to wind farms and solar energy generators, Progressive Union's children are widely acknowledged as the most foul-mouthed in the region, an increasing percentage of the population's youth have homosexual parents, and every product goes through extensive safety-testing by the government. Crime -- especially youth-related -- is totally unknown. Progressive Union's national animal is the Owl, which frolics freely in the nation's many lush forests, and its currency is the Mark.
