It passed successfully (and would have done so anyhows...)

(The Bears are inclined to support this one. Admittedly it isn't exactly an 'international' issue, but we consider the right to use reasonable force in self-defence -- which it would guarantee -- as a fairly 'fundamental' one.)
The Ohn support this one in principle, but are obstaining due to slight NS issues.

Dear colleagues in the International Democratic Union,
Having been promoted to the Cabinet of the Social Liberal Union as the new Minister of Immigration, we have tendered our resignation as Ambassador to your fine region to the new Minister of Foreign Affairs 
The Retired WA Delegate of Eggy216 so that we can concentrate our time on our new responsibilities. A new ambassador shall be sent over as our replacement in due course.
