The Empire of Volzgrad is a colossal, safe nation, ruled by Tsar Adrik Kavinkov II with an iron fist, and renowned for its sprawling nuclear power plants. Its hard-nosed, cynical population of 6.251 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and the Environment. It meets every day to discuss matters of state in the capital city of Tsaringrad. The average income tax rate is 100%. A powerhouse of a private sector is dominated by the Arms Manufacturing industry.

All news sources are under strict government control, protesters are up in arms over new nuclear power stations, the government is seen to favor Catholics, and a crusade against barbaric religious practices has begun. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Volzgrad's national animal is the Wolf, which frolics freely in the nation's many lush forests, its national religion is Roman Catholicism, and its currency is the Blade.

Volzgrad is ranked 11th in the region and 6,639th in the world for Most Dedicated Public Healthcare.
