The Caldan Union of The Resurgent Dream is a gargantuan, devout nation, ruled by Amber Trinh with an even hand, and notable for its museums and concert halls. Its hard-nosed, hard-working population of 16.26 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The government -- a sprawling, bureaucracy-choked, corrupt morass -- devotes most of its attentions to Education, with areas such as Social Welfare and Healthcare receiving almost no funds by comparison. Postmen have been arrested in job lots for selling junk mail as home insulation, citizens are encouraged to report friends, family members or co-workers who seem depressed to the government for "counselling", euthanasia is legal, and anti-government web sites are springing up. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. The Resurgent Dream's national animal is the Caldan lynx, which teeters on the brink of extinction due to widespread deforestation, its national religion is Christianity, and its currency is the Sterling.
