Its hard-nosed, hard-working, cynical population of 13.052 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Commerce. It meets every day to discuss matters of state in the capital city of New Cairo. The average income tax rate is 92%, and even higher for the wealthy. A powerhouse of a private sector is led by the Arms Manufacturing industry, followed by Information Technology and Automobile Manufacturing.

The nation's gigantic air force is both respected and feared, the armed forces are locked in an expensive and bloody war abroad to stamp out possible terrorists, city rooftops are pockmarked with the shattered remains of experimental delivery drones, and citizens are enjoying a recent large cut in taxes. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. The Black Hand of Nod's national animal is the scorpion, which teeters on the brink of extinction due to widespread deforestation, its national religion is Brotherhood of Nod, and its currency is the credit .

The Black Hand of Nod is ranked 3rd in Command and Conquer Universe and 91,187th in the world for Happiest Citizens, scoring 9 on the Relative Cheerfulness Rating.
