Its compassionate, cynical population of 7.153 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Education, Defence, and the Environment. It meets every day to discuss matters of state in the capital city of Sinhouken. The average income tax rate is 98%. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Book Publishing.

Abortion is only legal in unusual circumstances, prime real estate is devoted to wind farms and solar energy generators, Red Cross demand for body bags are rising while sutures are decreasing, and citizens live in superstitious fear of the mysterious glowing clouds that float over Skama. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Skama's national animal is the badger, which frolics freely in the nation's many lush forests, its national religion is Skamanism, and its currency is the pwn.
