The Imperial Commonwealth of Phenixica is a gargantuan, socially progressive nation, ruled by Emperor Adam with an even hand, and remarkable for its hatred of cheese. Its compassionate, intelligent population of 13.281 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it concentrates mainly on Law & Order, although Education and Defence are on the agenda. It meets every day to discuss matters of state in the capital city of Phenixica. The average income tax rate is 99%. A powerhouse of a private sector is dominated by the Automobile Manufacturing industry.

The PBI Channel Tunnel project is plagued by delays, teams of painters are converting road signs from horse lengths to kilometers, cheating spouses are required to undergo job training, and conductors wield diamond-encrusted batons to fit in with their freshly gilded surroundings. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Phenixica's national animal is the Phenixican Swallow, which is also the nation's favorite main course, and its currency is the Belidus.
