The Empire of Neo Bretonnia is a colossal, socially progressive nation, remarkable for its museums and concert halls. Its hard-nosed, hard-working, intelligent population of 8.442 billion live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

There is no government in the normal sense of the word; however, a small group of community-minded individuals devotes most of its attentions to Education, with areas such as Social Welfare and Social Equality receiving almost no funds by comparison. The breathalyser pledge is a traditional part of marriages in Neo Bretonnia, the fire protection service is wholly government-funded, the government has declined to declare any particular religion as its 'official' one, and thousands of former welfare recipients are in a revolutionary uproar as the rest of society is enjoying a hefty tax break. Crime -- especially youth-related -- is crippling. Neo Bretonnia's national animal is the wolf, which is also the nation's favorite main course, and its currency is the gold piece.
