The Ancient Empire of Neo-Ixania is a colossal, cultured nation, ruled by Empress Anastasia II with an iron fist, and renowned for its punitive income tax rates. Its hard-nosed, cynical population of 9.804 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Education, Defence, and Law & Order. It meets every day to discuss matters of state in the capital city of Tzargrad. The average income tax rate is 90%, and even higher for the wealthy. A powerhouse of a private sector is dominated by the Book Publishing industry.

The government is reining in public spending, students are wary of colorfully decorated new teachers with names like Professor Pipsqueak, abortion is only legal in unusual circumstances, and the latest Harry Potter book is a bestseller. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Neo-Ixania's national animal is the Ixanian Lion, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Ixanian Florin.

Neo-Ixania is ranked 18th in The Ixanosphere and 75,421st in the world for Happiest Citizens, scoring 10 on the Relative Cheerfulness Rating.
