The Nationalist Empire of Neo-Ixania is a colossal, economically powerful nation, ruled by Emperor Valsamon II with an iron fist, and notable for its museums and concert halls. Its hard-nosed, hard-working, cynical population of 6.107 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Education, Defence, and Law & Order. It meets every day to discuss matters of state in the capital city of Tzargrad. The average income tax rate is 100%. A powerhouse of a private sector is dominated by the Book Publishing industry.

Notable individuals are granted land and titles, citizens are enjoying a recent large cut in taxes, biology and religious education classes have recently been merged, and the government regularly hires contractors to construct high rise apartments. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Neo-Ixania's national animal is the Ixanian Lion, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Ixanian Florin.
