The Democratic Republic of Cazelia is a colossal, economically powerful nation, ruled by President Ingram Hasley with an even hand, and notable for its absence of drug laws. Its hard-nosed, hard-working, intelligent population of 6.693 billion live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

There is no government in the normal sense of the word; however, a small group of community-minded, liberal, pro-business individuals devotes most of its attentions to Defence, with areas such as the Environment and Social Welfare receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of New Berlin. Income tax is unheard of. A powerhouse of a private sector is led by the Arms Manufacturing industry, followed by Uranium Mining and Book Publishing.

Crime is on the rise as DNA sampling has been all but outlawed, radio shows frequently feature people denouncing religion, citizens recently voted in favour of declaring bubblewrap an 'abomination of nature', and university graduates and new home-owners toil in labour camps to work off their debts. Crime -- especially youth-related -- is crippling. Cazelia's national animal is the Eagle, which is also the nation's favorite main course, and its currency is the Marke.
